New VEU Solar Rules: VEEC + Federal Incentive Stacking (From 29 September 2025)

As of 29 September 2025, the Victorian Energy Upgrades (VEU) program introduced a new Commercial & Industrial (C&I) Solar PV Activity (Part 47).

This change explicitly allows incentive stacking, meaning eligible businesses can now claim:

• VEECs (Victorian incentives)
• Federal certificates (STCs or LGCs)  for the same commercial solar installation.

This update removes previous ambiguity and significantly increases total rebate value.

Key Rules & Eligibility for Commercial Solar (30kW–200kW)

To qualify under the new Part 47 activity, the following rules apply:

Eligibility Criteria

• Installation Start Date: Must commence on or after 29 September 2025
• Eligible Premises: Non-residential only (businesses, schools, community buildings, industrial sites)
• System Size: Total installed capacity must be between 30kW and 200kW
• Inverter Capacity: Minimum 30 kVA
• Approved Equipment: Panels and inverters must be on the CEC-approved product list
• Connection Compliance: Must comply with the DNSP negotiated connection agreement

Certificate Stacking Rules (“The Both Rule”)

• 30kW – 100kW systems:  Eligible to claim STCs (Federal) + VEECs (Victorian)
• 100kW – 200kW systems:  Eligible to claim LGCs (Federal) + VEECs (Victorian)

Site Limit

• One VEEC-eligible system per NMI, capped at 200kW
• Once VEECs are claimed for a system, future system expansions at the same NMI are not eligible

Key Constraints & Fine Print

• No retrospective claims: Systems installed or already underway before 29 September 2025 are not eligible
• One-time VEEC claim per NMI: A staged or expanded system cannot generate VEECs twice
• VEEC creation deadlines apply: Projects must be completed in time for certificate creation (program continues into 2026)
• Documentation is mandatory: DNSP approvals and compliance evidence are required

What About Systems Larger Than 200kW?

Solar systems above 200kW are not eligible for the new deemed (upfront) VEEC method under Part 47.

Instead, they must continue under:

• Project-Based Activity (PBA)
• Measurement & Verification (M&V) pathways
